User friendly and efficient neuromorphic software

We will create an overview of software frameworks that are being used and developed by the community to program neuromorphic hardware, list their key assumptions, design principles, and goals, as well as limitations, challenges, and unmet user needs. We will then discuss the possibility of converging on a common programming framework to facilitate common toolbox, sharing and benchmarking of results, and create a strongly neuromorphic "front" towards the rest of the research and technology world.
